'Survivor: One World' Contestant Accused Of 'Poop Pants'

He certainly wouldn't own that title, but his companions on newly merged tribe Tikiano know better, having seen the 64-year-old plastic surgeon's dirty underwear up close, personal and in their precious pot of boiling water. Nasty.

But the eccentric Tarzan's filthy habits weren't filthy enough to buy him a one-way ticket out of "Survivor: One World" this week. Instead, it was sushi chef Jonas who became the latest contestant voted out of the game, not because of any personal flaws — indeed, it was widely agreed upon that his skills as a cook were a great asset to the tribe — but because he was the biggest threat to win the game outside of the dominant alliance. Ultimately, Jonas' strengths became his fatal weakness.

Once again, we speak with two-time "Survivor" contestant Rob Cesternino about this week's episode, covering Tarzan's so-called "poop pants," Jonas' untimely demise and life after Colton Cumbie.

MTV: I really liked Jonas from the very beginning of the season; I thought he had potential to go deep into the game. I'm not sure now if Jonas was a good player with bad luck, or maybe he just wasn't a good player to begin with.

Rob Cesternino: Can't it be both? I mean, through most of the season, Jonas was just playing second fiddle to Colton. He said it himself: "I don't mind being Colton's bitch." Unfortunately, when Colton was out of the picture, it looked like Jonas was going to emerge and make a run of this thing. But there's not much he could have done. He was down in the numbers. He couldn't mount an effective strategy here with that being the case.

MTV: At this point in the merge, there are 12 people on the tribe. It's as good a time as any to get a big threat like Jonas off the field. But it also strikes me as a time where you can cut some of the dead weight, like Tarzan, from the tribe. Do you think the right choice was made: getting rid of the likable guy — who's an excellent chef to boot — over the annoying crazy person?

Cesternino: Absolutely. You want to get rid of the capable person because Jonas can win the game. Ideally, you want to grab Tarzan and do whatever you can to get him to the end of the game with you, just like a few seasons ago [on "Survivor: Redemption Island"] when Boston Rob took Phillip to the end with him. Jonas had a good chance to win, of everybody currently playing the game. I know it stinks for Jonas that he gets voted out, because now it looks like he's not as good at the game as some of the people who are still there, but that's not the case. You get rid of the people who are the threats to win, whenever you can, and you keep around the dead weight.

MTV: Tarzan really is one of those perfect final three candidates: He has zero chance of winning, at least in my eyes. But the alliance he's in is so thin at this point — if you can even call it an alliance — and the majority group in this tribe doesn't seem to have much interest in pulling him along for the ride. Of all the people playing the game, who do you think is the likeliest person to wake up and smell the coffee and decide to bring Tarzan to the end?

Cesternino: That person for me is Troyzan. He's with these women, and at some point, the lightbulb should go off: "I'm voting with these Salani women right now, but at some point, it's going to come down to them trying to get rid of me and Jay." I think Troyzan might be the guy who says, "Oh my god, Tarzan is getting on everybody's nerves, he's putting dirty underwear in everybody's water. This is the guy I need to go to the finals with."

MTV: It was a big week for Troyzan. He found an immunity idol, he won an immunity idol ...

Cesternino: Not only did he win individual immunity and find an idol, he also went on a reward! This is his island! He didn't get any of his underwear in the same pot of water with Tarzan, either. It was all on the up and up for Troyzan this week. [Laughs] I've liked him for a while on this show. I think he's starting to emerge as a guy who could go the distance. But it's really important for him to not just go to the finals with the status quo. He needs to make a move and switch things up. I did some math on this last night, and long story short, I think there are five women who are going to vote together until the end — the younger girls with the alliance from the beginning — and there are six people left who are not in that alliance, the five men plus Christina. With 11 people left in the game, I think this upcoming episode is the one where Troyzan needs to make a move.

MTV: It's interesting. The Salani alliance seemed solid for a while, but already in this episode, you see cracks beginning to form. Do you think these new alliances are going to stick, or do you think we'll be back to men versus women before too long?

Cesternino: You know, I kind of feel they're going to stay tight for a while. I still kind of think Salani is going to go after Tarzan, and go after Leif, and then start to turn and take out a Michael. I think that's going to be what happens. But I'm hoping that's not what happens.

MTV: Yeah, that becomes the Kim and Chelsea show pretty quickly.

Cesternino: Yeah, it does. I'm hoping for whatever can happen to keep my man Tarzan in the game. I mean, what a night for Tarzan! Really, the whole last 20 minutes was the Tarzan show. I don't want to hear that this is strategy that he's doing, because he's just so perfect. What a great job by casting, finding this guy. I'm loving Tarzan. I'm thinking of plastic-surgery operations to get so that I can meet Tarzan in person.

MTV: Oh, man. [Laughs] I don't know that you want to trust yourself in that guy's hands, no matter how many degrees and licenses he has ...

Cesternino: Well, he's apparently an expert in microbes. [Laughs] I'm not concerned. I'll get on the operating table and let Tarzan open me up anytime. He has entertained me so much this season.

MTV: This was week one post-Colton. How do you feel about "Survivor: One World" without Colton?

Cesternino: I wasn't really missing Colton too much last night. There was so much going on with Jonas and Tarzan fighting, with Tarzan's "poop-gate," so it wasn't too bad of a first show without Colton. I think if we start getting rid of the big personalities like Tarzan, that's when you'll miss Colton as a viewer.

Calif. Democratic treasurer perpetrated $7M fraud

(AP) ? Federal prosecutors say in a court filing that Democratic campaign treasurer Kinde Durkee defrauded at least 50 candidates, officeholders and political organizations out of $7 million in a scheme that dates back more than a decade.

The U.S. attorney's office in Sacramento filed the new charges in federal court late Tuesday, providing the most detailed account to date in a case that has left some Democratic candidates scrambling for campaign cash in an election year.

Such filings typically are a prelude to a plea deal, but prosecutors would not confirm such a development or offer any further details.

Durkee, who heads Durkee & Associates in Burbank, was arrested in September and charged with suspicion of mail fraud after millions of dollars disappeared from the campaign accounts of U.S. Sen. Dianne Feinstein, other Democratic members of Congress and several state lawmakers.

CAMP BONIFAS, South Korea (AP) ? President Barack Obama is making his first visit to the world's most militarized border, touring a military outpost just outside the surreal Demilitarized Zone separating North and South Korea.

Later he will enter the DMZ, to greet U.S. troops stationed just 100 yards from the demarcation line.

Obama arrived in South Korea on Sunday morning, local time, and made the DMZ his first order of business. He's invoking Cold War symbolism in an unmistakable show of force to North Korea and its new leader during a diplomatic standoff with the nuclear-armed North.

The U.S. is threatening to cancel planned food aid to the North over its announcement that it will launch a long-range rocket next month.

Food and drink companies mark World Water Day 2012 ? 22 March ...

Today, to mark World Water Day, food and drink companies across the UK will be taking action as part of the Food and Drink Federation?s (FDF) ?Every Last Drop? campaign.

To date, over 100 food and drink companies have been engaged with the campaign and today, several of these will be launching new activities across the country. For example:

  • Nestl? UK will be engaging in a nationwide employee engagement programme to raise awareness internally of why water matters ? not just at work, but also at home.
  • Coca-Cola Great Britain and Coca-Cola Enterprises will be announcing a new three year partnership with WWF-UK to conserve and protect English rivers.
  • Foodservice wholesaler distributor 3663m, Nestl? Professional and contract catering company Elior announced on World Water Day 2012 that they are coming together to collaborate and share best practice on how companies can reduce the impact of water use across the food supply chain.

Baylor has made remarkable rise of redemption

WACO, Texas (AP) ? Buddy Jones wakes up almost every morning singing "Amazing Grace." He can't help himself.

Jones, the board chairman of the Baylor University regents, is in constant awe of all the great things his school is experiencing these days.

Only a few months after quarterback Robert Griffin III became Baylor's first Heisman Trophy winner, the men's basketball team is in the NCAA round of 16 for the second time in three years. So are coach Kim Mulkey's top-ranked Lady Bears, undefeated and four wins from a national championship that would make them the first 40-win team in the history of NCAA Division I basketball.

"Baptists talk a lot about redemption and Baylor University was redeemed two summers in a row, from what looked to me to be a surefire, at least near-death experience, maybe death completely," Jones said. "Because of hard work, and good fortune and the way things worked out, we were given a stay of execution and we hopefully have begun making the most of it."

If that sounds like overstating things, consider the facts.

Jones and other Baylor officials spent much of their last two summers lobbying just to make sure the Big 12's smallest and only private university didn't find itself without a spot in a major athletic conference ? a situation that would have been devastating not just to prestige but to the bottom line. The league was teetering on the brink of collapse amid speculation of potential super conferences and the departure of four schools.

Yet, the story goes much deeper for the world's largest Baptist university, making the culmination of all this success even more remarkable.

"It's almost of epic proportion," said Bob Beaudine, whose executive search firm brought men's basketball coach Scott Drew and athletic director Ian McCaw to Baylor nearly nine years ago in the aftermath of a tragic scandal that shook college sports like nothing before.

In the summer of 2003, basketball player Patrick Dennehy was found shot to death after he had been missing for six weeks. Teammate Carlton Dotson pleaded guilty to murder. The ensuing investigation uncovered NCAA violations, illegal tuition payments and unreported failed drug tests that led to the resignation of coach Dave Bliss, who was secretly recorded by an assistant coach of trying to persuade others to cover up misdeeds by portraying Dennehy as a drug dealer.

Drew inherited a roster decimated by the departure of the three top scorers, who left under relaxed transfer rules. There were school-imposed sanctions reducing scholarships and recruiting visits, and the NCAA limited the Bears to playing only conference games in his third season.

With three NCAA tournament appearances the past five years, an NIT championship game in that span and already a school-record 29 wins this season, many of those bad memories are quickly fading away. The Bears play Xavier on Friday night in Atlanta.

"You don't hear Baylor and think of that whole episode anymore. You think of RG3, Brittney Griner and this guy right here (potential NBA lottery pick Perry Jones III)," senior forward Quincy Acy said. "It's going to take time to completely erase it and for us to become a complete powerhouse, but I think we're headed in the right direction."

Ah, yes. Griffin and Griner, the 6-foot-8 junior phenom.

Griner, the only women's college player who is a U.S. Olympic team finalist, helped lead the Lady Bears to the NCAA Final Four as a freshman and a regional final last year before losing to Texas A&M, the eventual national champion they had already beaten three times.

"It's just a great time to be a Bear right now," said Griner, who became only the second woman to dunk in an NCAA game during Tuesday night's win over Florida. "On campus, everybody is really excited. The community, fellow classmates, everybody's behind us."

All of Baylor's sports teams, men and women, have qualified for the postseason so far this academic year, and the 400-plus athletes on campus had a combined 3.16 GPA last fall.

Griffin, who got his political science degree in three years, set or tied 54 school records in 41 games and then went out and charmed everyone at the NFL scouting combine without throwing a pass. The dual-threat quarterback led the Bears to only the second 10-win season in their 112 years of football. They had never even had a winning record in the Big 12 before RG3 arrived with coach Art Briles.

The Washington Redskins traded three first-round picks and a second-rounder to St. Louis for the No. 2 overall pick in next month's NFL draft. That's presumably to select Griffin since the Indianapolis Colts, now without Peyton Manning, are expected to take Heisman runner-up Andrew Luck from Stanford first overall.

Baylor President Ken Starr ? yes, the former independent prosecutor best known for his investigation into the Clinton White House and the Monica Lewinsky scandal ? believes athletics provide a voice through which the university speaks to the entire world.

"I'm so proud of the way our athletes use their God-given gifts coupled with their very hard work to bring great joy and pride to all of Baylor nation," Starr said. "The voice of Baylor athletics is quite eloquent right now."

While hard to determine the true impact of athletic success on freshman applications, the numbers have drastically increased.

There are more than 40,000 applications for the upcoming fall semester for only about 3,000 freshman spots. That's up from 15,458 applicants for the Fall 2005 class, right after the Lady Bears won their first national title. Average SAT and ACT scores for incoming freshmen also have significantly increased during that time.

"I think our national championship erased a lot of negative publicity from what had happened with men's basketball," Mulkey said. "I think timing in all of our lives is so important ? the timing of me leaving Louisiana Tech to go to Baylor, the timing of when we won the national championship, the timing of the Heisman Trophy and men's basketball doing well and women's basketball."

More than $250 million in new athletic and academic facilities have been added in the past decade to the campus that's home to about 15,000 students in Central Texas. Another $120 million in capital improvements are under way. The Bear Foundation, the primary fundraising arm supporting the school's 19 athletic programs, contributed nearly $7.7 million for scholarship support during the 2010-11 academic year. It was the seventh consecutive year with a record total.

There are also plans for a new campus football stadium, just off Interstate 35 along the banks of the Brazos River in the city of about 120,000 people. The family of former Houston Astros owner Drayton McLane Jr., a 1958 Baylor grad and former regents chairman, recently gave the school the largest capital gift ever ? more than $20 million ? for the stadium the school hopes to have for the 2014 season.

"(The stadium) has been the talk of the town. Robert Griffin had a great year, and that got things rolling, and the basketball is continuing. You need good news, and this is good economic news for Waco," said Sammy Citrano, owner of the two George's restaurants known for their big chicken fried steaks. "I've been here 26 years and this is a great feeling."

Bliss has since shared his testimony and counseled young coaches, telling them he allowed the competitive world of college athletics to compromise his beliefs. He still gets calls with questions about what happened, usually when the Bears are having the kind of success that puts that dreadful time even further behind them.

"I try to make it as positive for Baylor as I can, because I put them through enough," said Bliss, now coach, athletic director and dean of students at Allen Academy, which serves nearly 300 students in kindergarten through 12th grade near Texas A&M.

"I chose to go to Baylor because I wanted to help be part of the solution, and the aspect of what they have accomplished doesn't surprise me because I think I saw a lot of the great things that were possible there," Bliss said. "I'm obviously thrilled for what they're accomplishing, and the way they're accomplishing it."

Rescue creditors: Greece may miss debt target

(AP) ? Greece's international creditors see "significant risks" that the country might fail to bring down its debt burden within targets, meaning it would require more rescue loans.

In a document seen by The Associated Press on Tuesday, they say Greece's program of austerity measures and structural reforms "could be accident prone."

"Authorities may not be able to implement reforms at the pace envisioned," said the report by the International Monetary Fund, the European Commission and the European Central Bank.

The Greek program could lower debt to 116.5 percent of GDP by 2020, but the minimum target set by the bailout creditors is 120.5 percent by 2020.

On top of concerns that reforms are too slow, the Greek economy faces a grim outlook. It is in its fifth year of recession and would need to recover before debt reduction plans can have much effect.

The Bank of Greece predicts the economy will contract another 4.5 percent in 2012 and remain in recession next year, while unemployment will surpass 19 percent on average this year.

Overall, the bailout creditors' report sees a risk that the program would bring debt down to only 145.5 percent of GDP by 2020, even after taking into account losses accepted by private creditors.

"Stress tests point to a number of sensitivities, with the balance of risks mostly tilted to the downside," said the report dated March, 11.

"Greater wage flexibility may in practice be resisted by economic agents; product and service market liberalization may continue to be plagued by strong opposition from vested interests; and business environment reforms may also remain bogged down in bureaucratic delays," it reads.

Moreover, Greece is heading toward a general election in late April or early May, likely causing further delays to reforms. A new government might take also seek to change the terms of the bailout program.

"It may take Greece much more time than assumed to identify and implement the necessary structural fiscal reforms," the document says. Revenue from selling state assets my also fall behind expectations "due to market-related constraints, encumbrances on assets, or political hurdles," it notes.

"The debt trajectory is extremely sensitive to program delays, suggesting that the program could be accident prone," it said.

A debt level of more than 120 percent of economic output is often seen as unsustainable in the long term. As concerns rise over the country's ability to bring debt back down, investors drive its borrowing rates on bond markets higher. That eventually makes it too costly for the country to tap bond markets to finance its existing debt, requiring it to be bailed out ? as happened to Greece, Ireland and Portugal.

Athens received a second bailout this year. Combined with its first rescue package, the country stands to receive a total of more than ?172 billion in rescue loans from other eurozone countries and the International Monetary Fund over the next few years.

Greece must continue with its austerity measures in order to ensure the funds are disbursed in regular installments, and will be under tight supervision from its creditors.

Harsh austerity reforms, however, have led to frequent strikes and often violent demonstrations.

Even if the program is successfully implemented, Greece's prospects of returning to the markets to refinance its debt remain uncertain given the likelihood that investors will demand high interest rates, the report noted. The fact that most of Greece's debt is in the hands of eurozone governments and the IMF, which would get repaid first in case of another default, means investors will be wary of buying Greek bonds again.

The report did not provide an estimate of how many billions more Greece might have to borrow from its creditors or Europe's new permanent bailout fund, the ESM, but the finding echoed a similar conclusion in a recent creditors' report on Greece's progress in implementing the reforms.

However, recent changes to the tax code may cause more common taxpayers to be affected by the reporting requirement. How can taxpayers recognise and avoid potential traps that could cause them to pay higher taxes this year due to Form 1099-K?

Form 1099-K changes
The main change involves the IRS requirement that merchant card and third party network payments be reported on Form 1099-K rather than Form 1099-MISC. However, making the simple form change will not affect taxpayers? bottom line. What will affect them, though, is the inclusion of online sales by individual taxpayers in the reporting requirement for Form 1099-K. Under this rule, individuals who sell personal goods online, through auction websites such as eBay or those who sell their personal items through third-party payment networks like PayPal, could possibly be required to report their income and pay income tax on it.

Fortunately for taxpayers, the IRS only requires that those who receive $20,000 in credit card or third-party sales report them on 1099-K forms. However, even if individual taxpayers do not earn enough to use Form 1099-K, they may still have to report their income, depending on the type of sale performed and whether they were continually engaging in this work during the year.

Potential snares for taxpayers
As mentioned previously, many taxpayers who are involved in making casual sales will not have to use Form 1099-K, since it only applies to those who accrue at least 200 payment transactions, totalling $20,000 or more, per year. However, those that regularly make a habit of selling on eBay, Amazon.com, or PayPal, for example, may fall under the scope of these new regulations and be forced to report their income as taxable. This could particularly affect those that have Amazon.com or eBay ?stores?, or vendor pages. In the case of these habitual sellers, the third-party firm or the credit card company will issue 1099-K forms to both the taxpayer and to the IRS, reporting the total amount of sales that year.

Essentially, these rules were designed to catch taxpayers who had not been reporting income from these sources correctly. Even without the new form, this type of income has long been considered taxable and should have been reported in previous years. By introducing these new regulations, the IRS is basically closing a loophole that some have been able to use successfully in the past.

To avoid being caught in the Form 1099-K trap, taxpayers who do not intend to perform regular online sales should scale back their involvement in selling goods or services.

However, those who plan to make their online reselling into a regular business should begin setting aside funds for estimated payments to cover any outstanding tax they may have to pay at the end of the year. If taxpayers perform sales under several different online accounts, they should keep a running total of their sales across all the accounts. This will help them avoid being surprised if they exceed the $20,000 limit and receive a 1099-K at the end of the financial year.

PST: Wynne was tops, but what else stood out?

Man of the Match: Marvel Wynne used those speedy feet to get himself into all the right positions during an afternoon of critical blocks, clearances and interceptions. It wasn?t exactly handsome or smooth, but Wynne had just what it takes to help the 10-man Rapids close out a scruffy road ?W.?

Packaged for take away:

  • Everyone along Colorado?s veteran back line had blue ribbon days, including Drew Moor ? after his late sliding challenge nearly turned disastrous straight away, that is. Rapids right back Kosuke Kimura and left back Luis Zapata were solid, defending with authority on a day when their club?s defending in higher areas looked disheveled.
  • PPL Park is a bugger of a place to play. For everyone else, that is. The Rapids are 2-0-1 there.
  • The Rapids clearly are still adjusting to Oscar Pareja?s 4-3-3. They struggle to find their defensive shape quickly enough upon losing the ball, and it occasionally leaves Pareja?s men vulnerable.
  • Personally, I?d prefer to see Omar Cummings wide in the Rapids? new way. He?s just not a target man, although his speed can stretch defenses.
  • The game could have looked very different; Moor tripped speedy Danny Mwanga just outside the Colorado penalty area, just seconds into the match. Referee Mark Geiger could easily have judged Moor guilty of denying a clear goal scoring opportunity, which would have put the home team on a man-advantage for 89 minutes.
  • Geiger is a young referee, perhaps with a bright future. He even did the FIFA Under-20 World Cup final last summer. But he needs to call a few more obvious fouls. When those go uncalled, players get frustrated and matches begin spinning out of control.
  • There?s no excuse for Jeff Larentowicz?s mad moment, as he crashed dangerously into Union midfielder Keon Daniel to earn a second yellow. Veteran players must absolutely keep their emotions in check (especially when sitting on a caution).
  • Union boss Peter Nowak left his captain, Danny Califf, on the bench for this one.
  • While all the goalkeeper talk will circle Philly?s young Zac MacMath (he allowed another stinker), this should be noted: Rapids veteran Matt Pickens needed to be better on Philadelphia?s goal; if Pickens gets his hands behind the ball (rather than beneath), he makes that save.
  • Clearly, Nowak and the Union have some ?thinking? to do where their shaky young goalkeeper is concerned. More on that later ?

War effort hits new low; Karzai at 'end of rope'

WASHINGTON (AP) ? Afghan President Hamid Karzai says he's at "the end of the rope," and a majority of Americans feel the same way.

Of all the past decade's setbacks in the endeavor to form a solid alliance with Afghanistan and defeat the Taliban, the war effort has been driven to a new low by the slaughter of nine Afghan children and seven adults allegedly by a U.S. soldier whose identity had been kept secret until late Friday.

He is Army Staff Sgt. Robert Bales, 38, of Lake Tapps, Wash., his attorney confirmed.

The soldier was flown Friday from a U.S. military detention facility in Kuwait to the maximum security prison in Fort Leavenworth, Kan., though Karzai demanded anew that he be tried under the Afghan justice system.

Karzai also is now insisting that U.S. forces retreat from rural areas immediately and let Afghans take the lead in security next year. But the White House and the Pentagon said Friday that nothing would collapse the war plan, even after the massacre, the inadvertent Quran burnings by U.S. soldiers and the deaths of seven American servicemen at the hands of their allies.

Polls have shown that up to 60 percent of Americans say it's time to end the war in Afghanistan. And that's not lost on the administration.

"The Afghan people are tired of war," Defense Secretary Leon Panetta, just back from Afghanistan, acknowledged on Friday. "The American people share some of that tiredness after 10 years of war, as well. All of that's understandable."

But he also said he is confident that Americans realize the U.S. needs to finish its work of stabilizing Afghanistan to ensure that al-Qaida cannot against use that country as a launch pad to attack the United States. His theme ? patience ? is likely to dominate the discourse in Washington and in allied capitals in the lead-up to a NATO summit meeting in Chicago in May.

President Barack Obama called Karzai on Friday seeking clarification on the demand concerning U.S. troops in rural areas, and White House press secretary Jay Carney said the leaders agreed to keep discussing the matter, which is at the heart of the military strategy.

"I think that the two men were very much on the same page" about gradually handing over security responsibility to Afghan forces, with U.S. and other international troops switching to a support role throughout Afghanistan sometime in 2013, Carney said. A final transition to Afghan control is supposed to happen by the end of 2014.

Another pillar of the war strategy is creating meaningful peace talks with the Taliban insurgents, but that, too, suffered cracks in the aftermath of the village massacre. The Taliban said it was no longer talking on terms set by the Americans.

A senior U.S. official familiar with the discussions said American officials presume that the timing of the Taliban announcement following Sunday's killings was an attempt to gain greater leverage. Officials have long calculated that the Taliban would not engage seriously in peace talks unless it had lost more ground militarily.

Despite calls for the Army suspect to be tried in Afghanistan, Bales was flown Wednesday to a military detention facility in Kuwait, where that country's officials expressed unhappiness that they were not first consulted.

It remained unclear when the Army would formally charge the soldier, who was said by his lawyer to be reluctantly serving his fourth tour of duty, his first in Afghanistan after three tours in Iraq in his 11-year military career. Much of what is publicly known about the staff sergeant has been disclosed by the lawyer, John Henry Browne, a veteran defense attorney from Seattle who came forward Thursday.

According to statistics provided by the Army on Friday, 107,075 soldiers, or about 20 percent of all active-duty Army members, have had three or more deployments to Iraq or Afghanistan over the past decade.

Browne said that one day before the rampage, the soldier saw a comrade's leg blown off. A senior defense official, speaking on condition of anonymity to discuss possible evidence in the case, said investigators have determined that the suspect had been drinking alcohol before the killings. The official said the role of alcohol in the case is still being studied. Browne has said the suspect's wife reported her husband did not have a drinking problem.

Karzai has often been critical of the American effort, and on Friday he toughened his talk even more in addressing a group of villagers visiting Kabul from the Panjwai district in Kandahar province where the slaughter of the 16 civilians took place.

"The fight is not in the villages, not in the houses of Afghanistan," he said, repeating a familiar theme. "It is not safe for you (U.S. troops) in the villages and it is creating a bad name for you." He added: "Continuously, I have told the Americans to leave our villages. You are not needed in our villages. There is no terrorism ... so what are you doing in the villages?"

Karzai has often said the insurgent problem in his country springs from support across the border in Pakistan, not from unrest in villages. Critics of the U.S. and NATO military plan also have said that a large military presence, especially in conservative rural districts, encourages violence and bolsters the Taliban argument that it is fighting a foreign occupier.

But a central tenet of the war strategy is that the presence of U.S. and international troops in certain towns and villages is necessary to separate the population from the insurgents, creating space for local, provincial and national government to take firmer root.

The apparently unprovoked killing spree Sunday in two villages in southern Afghanistan, allegedly by a 38-year-old Army staff sergeant trained as a sniper, is only the latest in a string of missteps by American forces. Their mistaken burning of Muslim holy books at an air base in Bagram last month triggered a wave of violent protests across the country and an apology by Obama.

"As tragic as incidents like these are ? and there have been a string of tragic incidents in recent weeks ? it would be just as tragic, if not more, if we let it affect the overall mission, which is having success," said a Pentagon spokesman, Navy Capt. John Kirby. "And it's just as wrong to extrapolate from those incidents some sort of overarching belief or notion that it (the U.S.-Afghan partnership) is failing."

The cascading events stole attention from what Kirby and other U.S. officials believe is important battlefield progress, at least in the south and southwestern sectors of Afghanistan. Defense Secretary Panetta visited the country this week and wound up fielding questions about whether the recent episodes have set back the war effort and whether the timetable to withdraw troops -- pieced together so carefully more than a year ago -- should be accelerated.

U.S. analysts, meanwhile, see a lack of clarity and commitment in the Obama administration strategy for winding down the war.

Stephen Biddle, a military expert at the Council on Foreign Relations, said Thursday the administration's approach is "confused and uncertain."

The administration has essentially tried to use "real but limited means to secure real but limited ends" in Afghanistan, a strategy that carries the risk of ending up a "more expensive version of doing nothing," he told reporters.

"That's unfortunately where limited efforts so far are in danger of taking us," Biddle said.
