Navy identifies SEAL killed in Arizona training accident

PHOENIX (Reuters) - The U.S. military on Saturday identified the elite Navy SEAL who died in a parachute training accident in southern Arizona that also injured another SEAL.

Navy officials said Special Warfare Operator Chief Brett Shadle, 31, of Elizabethville, Pennsylvania, was killed in the free-fall training accident near Pinal Airpark, northeast of Tucson, on Thursday.

Shadle was assigned to an East Coast-based Naval Special Warfare unit, the Navy said in a statement. The second SEAL, who has not been identified, remains hospitalized in stable condition.

The office of Arizona Governor Jan Brewer said Shadle was a highly decorated member of SEAL Team 6 and had served in Iraq and Afghanistan. Members of SEAL Team 6 carried out the raid that killed al Qaeda leader Osama bin Laden in May 2011.

The cause of the accident is under investigation. Brewer said in a statement that Shadle died after colliding with another SEAL in midair. She ordered flags at all state buildings be flown at half-staff on Saturday.

SEAL is an acronym for sea, air, land.

Dodger Stadium Renovations Reveal A Facelift For Opening Day

LOS ANGELES _ Dodger Stadium opened its gates to fans for the first time in nearly six months Friday, unveiling a $100 million range of renovations to the 51-year-old ballpark.

They're not quite done yet, though. With opening day Monday, construction workers will be working on the stadium through the weekend to ensure regular-season readiness.

"It was no small feat," team president Stan Kasten said at a Friday news conference marking the changes. "We do still have tweaks to make, but we have, I think, enhanced the experience of fans on every level of this park."

To that end, the Dodgers completely renovated all restrooms in four of the five areas of the park, installed new hexagonal high-definition video boards in left and right field and added food options on the top three levels.

Cell-phone service support and a stadium-wide Wi-Fi network are also coming shortly.

"We think all those things together," Kasten said, "will bring you to a Dodger Stadium that is going to be as familiar as it's ever been for anyone who's come here for the last 50 years and a lot more comfortable."

Aesthetically, the park won't look all that different to fans, the most noticeable changes being the scoreboards and the smaller size of the field box section, designed to improve sightlines for higher-paying fans. Other adjustments include wider concourses, new entry plazas and play areas for children.

"They're subtle, and they're respectful of Dodger Stadium's rich history and its unique setting here," said Janet Marie Smith, the team's senior vice president of planning and development. "We tried to take some things that were vintage 1962 and not in a good way and transform this place into something that's really worthy of the marquee name of the Dodgers."

Smith oversaw the entire project in her fourth stadium renovation after Camden Yards in Baltimore, Fenway Park in Boston and Turner Field in Atlanta, where she worked with Kasten, then the Braves' president.

To renovate the now-twice-as-large home clubhouse, she hired the firm of D'Agostino-Izzo-Quirk the same architects responsible for putting seats atop the Green Monster at Fenway. Different firms were used for other parts of the renovation, helping to turn what Smith said should have been a "two-year project" into one condensed in an offseason.

The Dodgers also added an underground batting cage for visitors, which Angels manager Mike Scioscia said was "important" before Friday night's Freeway Series game.

UPS to forfeit $40 million over illegal online pharmacy shipments

(Reuters) - United Parcel Service Inc has agreed to forfeit $40 million it earned from illegal Internet pharmacies shipping drugs using its services, U.S. authorities said Friday.

As part of the settlement, UPS entered a non-prosecution agreement with the U.S. Department of Justice.

The company also agreed to put a compliance program into place to prevent illegal online pharmacies from distributing drugs through its shipping services in the future, authorities said.

"Good corporate citizens like UPS play an important role in halting the flow of illegal drugs that degrade our nation's communities," Northern California U.S. Attorney Melinda Haag said in a statement.

UPS cooperated with the investigation, prosecutors said.

Prosecutors said UPS was on notice from 2003 to 2010 that Internet pharmacies were shipping drugs without prescriptions, yet the company didn't put procedures in place to shut down their accounts.

"We believe we have an obligation and responsibility to help curb the sale and shipment of drugs sold through illegal Internet pharmacies," said Susan Rosenberg, a UPS spokeswoman.

ViaSat, on the other hand, can do much of its service testing on the ground, using that fairly ordinary Ford van pictured just above. The reason, of course, relates to the location of the company's transmitter -- namely, the ViaSat-1 satellite, positioned some 22,000 miles above the ground. In the air, planes will actually be nearer to the orbiting device, rather than farther away, and assuming a line-of-sight link from the road, the truck can work out kinks at a fraction of the cost.

That white dome atop the van, which is similar to the device that'll soon be mounted on JetBlue's fleet, maintains a constant connection by rotating instantly as the van moves -- if the vehicle's heading changes, the antenna array will turn, too, so it's always pointed directly at the sat in the sky. You may have seen ViaSat's van driving down Southern California's freeways, but the rig has just arrived in Orlando, for some additional testing a few degrees away from the company's Carlsbad home. When the Browns signed quarterback Jason Campbell, many assumed he?d potentially become the team?s starter in 2013.? And he?ll definitely get a chance to win the job, since he?s the first signal-caller signed by the new regime in Cleveland, after previously starting in Washington and Oakland.

For now, though, he?s getting paid like a backup, and not a lot when compared to other backups.? A source with knowledge of the contract tells PFT that Campbell?s contract pays out $1.5 million in 2013.

Specifically, he gets a base salary of $1.5 million in 2013, $500,000 of which is fully guaranteed.

That said, if Campbell can win the job, he?ll make more money via incentives.? Specifically, he gets $150,000 for 50 percent playing time in 2013, 65 percent results in $350,000, and 80 percent triggers $600,000.

In 2014, Campbell?s base salary is a bit higher, at $2 million.? He also gets roster bonus of $250,000 due the third day of the league year.

But there are escalators for 2014 based on playing time in the coming season.? Campbell?s 2014 base salary will increase by $500,000 based on 30 percent playing time in 2013.? 40 percent playing time in 2013 increases the 2014 salary by another $500,000.? Ten more percent in 2013?? Another $500,000 in 2014.? And if Campbell takes 65 percent or more of the snaps in 2013, his $2 million salary will double.

Still, his backup pay for 2013 is low, and that?s largely because Campbell?s options were limited.? Especially in light of the egg he laid when he had a chance during 2012 to sub for Jay Cutler in Chicago, during that Monday night debacle against the 49ers.

Campbell could have stayed in Chicago and backed up Cutler, or he could have gone to Cleveland with a chance to win the starting job.? If Campbell pulls it off, he?ll be paid more on the back end.

And if he plays really well in 2013, the Browns likely will tear up the 2014 deal and sign him to something better.

Smoking immediately upon waking may increase risk of lung and oral cancer

Mar. 29, 2013 ? The sooner a person smokes a cigarette upon waking in the morning, the more likely he or she is to acquire lung or oral cancer, according to Penn State researchers.

"We found that smokers who consume cigarettes immediately after waking have higher levels of NNAL -- a metabolite of the tobacco-specific carcinogen NNK -- in their blood than smokers who refrain from smoking a half hour or more after waking, regardless of how many cigarettes they smoke per day," said Steven Branstetter, assistant professor of biobehavioral health.

According to Branstetter, other research has shown that NNK (4-(methylnitrosamino)-1-[3-pyridyl]-1-butanone) induces lung tumors in several rodent species. Levels of NNAL (4-(methylnitrosamnino)-1-(3-pyridyl)-1-butanol) in the blood can therefore predict lung cancer risk in rodents as well as in humans. In addition, NNAL levels are stable in smokers over time, and a single measurement can accurately reflect an individual's exposure.

Branstetter and his colleague Joshua Muscat, professor of public health sciences, examined data on 1,945 smoking adult participants from the National Health and Nutrition Examination Survey who had provided urine samples for analysis of NNAL. These participants also had provided information about their smoking behavior, including how soon they typically smoked after waking.

The researchers found that around 32 percent of the participants they examined smoked their first cigarette of the day within 5 minutes of waking; 31 percent smoked within 6 to 30 minutes of waking; 18 percent smoked within 31 to 60 minutes of waking; and 19 percent smoked more than one hour after waking. In addition, the researchers found that the NNAL level in the participants' blood was correlated with the participants' age, the age they started smoking, their gender and whether or not another smoker lived in their home, among other factors.

The team published its results in the March 29 issue of the journal Cancer, Epidemiology, Biomarkers and Prevention.

"Most importantly, we found that NNAL level was highest among people who smoked the soonest upon waking, regardless of the frequency of smoking and other factors that predict NNAL concentrations," Branstetter said. "We believe these people who smoke sooner after waking inhale more deeply and more thoroughly, which could explain the higher levels of NNAL in their blood, as well as their higher risk of developing oral or lung cancer. As a result, time to first cigarette might be an important factor in the identification of high-risk smokers and in the development of interventions targeted toward early-morning smokers."

Confederate flag at old NC Capitol raises ire

RALEIGH, N.C. (AP) ? A Confederate battle flag hung inside the old North Carolina State Capitol to mark the sesquicentennial of the Civil War is raising concern with civil rights leaders.

The flag was raised inside the House chamber last week as part of an historical display intended to replicate how the antebellum building appeared in 1863.

State Historic Sites Director Keith Hardison said Thursday the flag should be viewed in its proper historical context.

"Our goal is not to create issues," said Hardison, a Civil War re-enactor and history buff. "Our goal is to help people understand issues of the past. ... If you refuse to put something that someone might object to or have a concern with in the exhibit, then you are basically censoring history."

North Carolina NAACP president Rev. William Barber was shocked Friday when he was shown a photo of the flag by The Associated Press.

"He is right that it has a historical context," Barber said. "But what is that history? The history of racism. The history of lynchings. The history of death. The history of slavery. If you say that shouldn't be offensive, then either you don't know the history, or you are denying the history."

Sessions of the General Assembly moved to a newer building a half-century ago, but the old capitol is still routinely used as a venue for official state government events. Gov. Pat McCrory's office is on the first floor, as are the offices of his chief of staff and communications staff.

The governor was in the House chamber where the Confederate flag hangs as recently as Wednesday, when he presided over the swearing in ceremony of his new Highway Patrol commander.

McCrory, a Republican, was not immediately available for comment Friday, a state government holiday.

The presentation of the Confederate battle flag at state government buildings has long been an issue of debate throughout the South. For more than a decade, the NAACP has urged its members to boycott South Carolina because of that state's display of the flag on the state capitol grounds.

Prior to taking his current job in North Carolina in 2006, Hardison worked as director at the Mississippi home of Confederate President Jefferson Davis, which is operated as a museum and library owned by the Sons of Confederate Veterans. The group has led the fight in the South for the proud display of the Confederate flag, which it contends is a symbol of heritage, not hate.

Hardison said the battle flag is displayed with other flags described in the diary of a North Carolina woman who visited the capitol in 1863. A large U.S. flag displayed in the Senate chamber is reminiscent of a trophy of war captured from Union troops at the Battle of Plymouth.

"I thought, wouldn't it be wonderful to recreate this," Hardison said. "I think we were all thinking along the same vein. ... The Capitol is both a working seat of government, in that the governor and his staff has his office there. But it is also a museum."

A placard near the entrance of the House and Senate chambers describes the history of the flags on display, and Hardison said a brochure with more information is available at the front desk downstairs. Guides giving daily tours of the building have also been briefed to recount the history of the flags to visitors.

Hardison also pointed out that the national flag used by the Confederate government, with its circle of white stars and red and white stripes, is still flown over the State Capitol dome each year on Confederate Memorial Day. The more familiar battle flag was used by the rebel military.

Barber said if someone wants to display the Confederate battle flag across the street at the N.C. Museum of History, he has no objection. But to display the flag where the state's governor has his office is over the line, he said.

"That flag does not represent out democracy," Barber said. "It represents division. Underneath that flag, bodies were hung. People were terrorized. The people who marched under that flag deliberately violated the fundamental principles of freedom in our Constitution, to keep radical discrimination in place. It should come down."

Estrogen plus progestin use linked with increased breast cancer incidence and mortality

Mar. 29, 2013 ? Estrogen plus progestin use is linked with increased breast cancer incidence. In addition, prognosis is similar for both users and nonusers of combined hormone therapy, suggesting that mortality from breast cancer may be higher for hormone therapy users as well, according to a study published March 29 in the Journal of the National Cancer Institute.

In the Women's Health Initiative (WHI) randomized trial, estrogen plus progestin was associated with an increase in both breast cancer incidence and mortality. However, most observational studies have linked estrogen plus progestin with more positive outcomes.

In order to determine the differences between the WHI trial and other observational studies, Rowan T. Chlebowski, M.D., Ph.D., Los Angeles Biomedical Research Institute (LA BioMed) lead researcher and colleagues, looked at postmenopausal women with no prior hysterectomy with negative mammograms within two years who were either users or non-users of estrogen and progestin combined therapy.

The researchers found that breast cancer incidence was higher in estrogen plus progestin users than incidence in nonusers. Women who started hormone therapy closer to menopause had a higher breast cancer risk with a weakening influence as the time from menopause increased.

"Because survival after breast cancer diagnosis did not differ between estrogen plus progestin users and nonusers, the higher breast cancer incidence of those using estrogen plus progestin may lead to increased breast cancer mortality on a population basis," the authors write.

In an accompanying editorial, Catherine Schairer, Ph.D., and Louise A. Brinton, Ph.D., both of the National Cancer Institute, write that questions remain about whether the data analyzed from the WHI observational study resolves the differences in tumor prognosis and tumor characteristics when compared to the WHI randomized trial. They write that, "In general, tumors in estrogen plus progestin users in the WHI Observational Study were not significantly different from those in non-hormone users with regard to number of positive lymph nodes or tumor size, but were more likely to be well differentiated and positive for hormone receptors, findings which are similar to other observational studies." This, however, did not translate into a survival benefit. They recommend further analyses in this and other datasets of currency and duration of hormone use in relationship to tumor development to fully resolve the issue of tumor characteristics associated with estrogen plus progestin therapy.

Arkansas small business finance bill gets house backing - BuildMyBiz

An Arkansas state house subcommittee approved a measure that could help small businesses.

The New Market Jobs Act of 2013?was unanimously approved?and recommended to pass by?the House Economic Development Committee of Arkansas on March 20.?

The bill is aimed at promoting small business funding by giving investors an incentive to place money in main-street companies. The bill would allow the state to provide tax credits to investors that aid small firms with monetary contributions.

These credits may be allocated to partners or members of that company as well as transferred to other businesses. Also, the tax credits can be sold to insurance companies as long as the funds raised are used to invest in small business.

Additionally, the bill would provide tax cuts to any business that agrees to create jobs that pay 115 percent of the federal poverty level for a family of four.?

Adding that burden to the payroll for small business owners would hopefully be offset by the tax cut.?

The bipartisan bill was filed on March 7. It is sponsored by State Rep. Darrin Williams of Little Rock and State Sen. Jonathan Dismang of Searcy, both democrats. However, many of the state?s 68 co-sponsors are Republicans.

If passed, the small business legal change would be welcome news for main street business owners in the state.

Despite its slogan ? Hip, Historic ? Almost Heaven ? Charleston, W.V., comes in last on Gallup?s latest well-being poll.

The city scored a meager 60.8 points on the pollster?s well-being index ? a 100-point scale measuring physical and emotional health, work environment and access to basic necessities.

The nearby Huntington-Ashland metropolitan area scored 61.2, landing in the bottom two for the third year in a row.

Mobile, Ala., Utica-Rome, N.Y., Hickory-Lenoir-Morganton, N.C., and Fort Smith, Ark.-Okla., round out the roster of frequent bottom dwellers.

Topping the list was Lincoln, Neb., which scored 72.8, landing in the top 20 cities for the third year in a row. Honolulu came in first for emotional health, and Charlottesville, Va., ranked No. 1 for physical health, according to the poll.

Apple needs to fix their crappy designs and online services. I'm talking about green felt and iCloud sync. No, wait, I'm talking about brushed metal and MobileMe sync. No, wait again, I'm talking about pin stripes and .Mac sync. No... Come on, seriously, I've got this!

As much as recent complaints about heavily textured interface elements and problematic online sync solutions are important, and in many cases justified, they're not unique. "Apple has lost its way", is a variation of "Apple is doomed" -- both always true and never true. Apple does a lot of great things. A lot of visionary things. A lot of delightful things. But like any entity, they also do some some silly things, some destructive things, and some downright dumb things.

That's not new. Only the instance is new.

When it comes to perception over time, we often distort out own realities. We tend to forget a lot of the things that bugged us way back when, or at least remember them with far less visceral annoyance than what's bugging us now. We feel like the problems of the present, as yet unsolved, are worse than the problems of the past, many of which were solved just fine.

The current hope-meme is that Jony Ive, now head of all design at Apple, will bulldoze the iOS interface and re-finish it clean. The current rage-meme is that Apple needs to fix the too-long broken promise of Core Data sync.

He may and they do. Just as pin stripes and brushed metal are no more, green felt may likewise be taken out back and put down. Just like .Mac and MobileMe steadily got better over time, so to should iCloud.

However, as much as these things might hold our attention now, they're no more a sign of Apple losing their way than they were last year, or the year before, or the year before that, or the-- You and your stitched leather and back-to-my-Mac get the idea. (Yes, it would have happened then too...)

"Seeing the world through rose-colored glasses" means remembering past events more generously than they sometimes deserve. The consequence is perceiving present events more harshly than they sometimes deserve. And blasting them for it.

By all means be upset. Be powerfully, passionately upset. Advocate for change. Just keep it in context and perspective.

Jony Ive lending his considerable talents to software design is glee-inducing. Apple providing developers with sync they can count on is table-stakes. But they are signs of nothing more nor less than a company continuing to iterate and overcome challenges, just like it always has. And will always need to.

(Seriously, just wait until you hear the cries of monotony over bead-blasted aluminium and hear the screams for blood over busted Apple TV game sync...)

Brain's 'molecular memory switch' identified

Mar. 28, 2013 ? Scientists have identified a key molecule responsible for triggering the chemical processes in our brain linked to our formation of memories. The findings, published in the journal Frontiers in Neural Circuits, reveal a new target for therapeutic interventions to reverse the devastating effects of memory loss.

The BBSRC-funded research, led by scientists at the University of Bristol, aimed to better understand the mechanisms that enable us to form memories by studying the molecular changes in the hippocampus -- the part of the brain involved in learning.

Previous studies have shown that our ability to learn and form memories is due to an increase in synaptic communication called Long Term Potentiation [LTP]. This communication is initiated through a chemical process triggered by calcium entering brain cells and activating a key enzyme called 'Ca2+ responsive kinase' [CaMKII]. Once this protein is activated by calcium it triggers a switch in its own activity enabling it to remain active even after the calcium has gone. This special ability of CaMKII to maintain its own activity has been termed 'the molecular memory switch'.

Until now, the question still remained as to what triggers this chemical process in our brain that allows us to learn and form long-term memories. The research team, comprising scientists from the University's School of Physiology and Pharmacology, conducted experiments using the common fruit fly [Drosophila] to analyse and identify the molecular mechanisms behind this switch. Using advanced molecular genetic techniques that allowed them to temporarily inhibit the flies' memory the team were able to identify a gene called CASK as the synaptic molecule regulating this 'memory switch'.

Dr James Hodge, the study's lead author, said: "Fruit flies are remarkably compatible for this type of study as they possess similar neuronal function and neural responses to humans. Although small they are very smart, for instance, they can land on the ceiling and detect that the fruit in your fruit bowl has gone off before you can."

"In experiments whereby we tested the flies' learning and memory ability, involving two odours presented to the flies with one associated with a mild shock, we found that around 90 per cent were able to learn the correct choice remembering to avoid the odour associated with the shock. Five lessons of the odour with punishment made the fly remember to avoid that odour for between 24 hours and a week, which is a long time for an insect that only lives a couple of months."

By localising the function of the key molecules CASK and CaMKII to the flies' equivalent brain area to the human hippocampus, the team found that the flies lacking these genes showed disrupted memory formation. In repeat memory tests those lacking these key genes were shown to have no ability to remember at three hours (mid-term memory) and 24 hours (long-term memory) although their initial learning or short-term memory wasn't affected.

Finally, the team introduced a copy of the human CASK gene -- it is 80 per cent identical to the fly CASK gene -- into the genome of a fly that completely lacked its own CASK gene and was therefore not usually able to remember. The researchers found that flies which had a copy of the human CASK gene could remember like a normal wildtype fly.

Dr Hodge, from the University's School of Physiology and Pharmacology, said: "Research into memory is particularly important as it gives us our sense of identity, and deficits in learning and memory occur in many diseases, injuries and during aging."

"CASK's control of CaMKII 'molecular memory switch' is clearly a critical step in how memories are written into neurons in the brain. These findings not only pave the way for to developing new therapies which reverse the effects of memory loss but also prove the compatibility of Drosophila to model these diseases in the lab and screen for new drugs to treat these diseases. Furthermore, this work provides an important insight into how brains have evolved their huge capacity to acquire and store information."

These findings clearly demonstrate that neuronal function of CASK is conserved between flies and human, validating the use of Drosophila to understand CASK function in both the healthy and diseased brain. Mutations in human CASK gene have been associated with neurological and cognitive defects including severe learning difficulties.

The BBSRC-funded study, entitled 'CASK and CaMKII function in the mushroom body a'/?' neurons during Drosophila memory formation' by Bilal Rashid Malik, John Michael Gillespie, James John Llewellyn Hodge was published on Wednesday 27 March 2013 in the Frontiers in Neural Circuits Journal.

If you change your position from sitting to standing during phone conversation, it will definitely help you to make muscles relax.

To alter day to day tasks and work productively, embrace the following ways:

  • Make a planning for both work and play in such a way that you don?t need to perform the same task over a long period.
